the only thing back i can think your friend was talking about is summons, not characters, cause yes shiva is back after missing FF 12. Im guessing they are returning alot of the old summons.
FF is how twestern explained, each one is pretty much like that, and emotional (cept 12). Each one is in a new world, though often they are called the same.
Versuses and FF 13 are taking place in different worlds, i have no idea behind all of it though
