A good concession for a terrorism essay for my English class?

So I'm writing an essay for English class and my topic is "Can terrorism ever be justified?" Obviously I'm strongly saying no but I can't think of a good concession and I need one for this essay. I can't really think of something that I can agree with when it comes to terrorism (although I have to do a counter argument as well, and I'm blasting whatever "agreement" I could make) but what does everyone else think?

lol, I'd rather not take the stance when nobody has watched Code Geass over here :P Real life vs. anime. Plus I can't think of any time in real life where terrorism ended up doing what Lelouch did in CG...

It's not like you have to argue the anime.

However I mean, there are plenty of cases where terrorists are just a group of people that have been mistreated by a foreign controlling force.

Like say the Chechnyan Rebels.

 

On the otherhand, you could agree that it's way more effective then a direct confronation with a force way more powerful then you, yet still disagree that it's justfied.
