The fact is that most of these recessions (e.g. the most recent housing burst in the US) is caused by bad government policy should be enough to make one weary of further government involvement via infusing the country with deficit spending.

Plus, I must ask when was the last time that America had a major surplus, and actually cut spending/raised taxes to ensure that the deficit from prior recessions/deficit spending was reduced? The closest we got was Clinton, and the reduction of debt was very minute compared to what we owed.

Just because the government didn't engage in contractionary policy, doesn't mean that expansionary policy doesn't have its ability to get the economy back into the long run. That's not a refutal at all, that's simply an argument against discretionary policy, and sorta begs the question "If we don't want the government to do its job, but we want to the job done, who do we turn to?"
