Yes it is. He is asked to rate the game so it seems quite proper to me to say why it is rated such.
You are the one who indicated trouble with his text as well as trouble with understanding the concept of a wall of text (if that guy's text was a wall it would be crumbling) but I sure hope that your real reading skills are better than what you displayed here.
His opinion is relevant to the rate he gave to the game and nobody forced you to read it, you could have just ignored it.
