Battalion Wars and Advance Wars are both part of the Console Wars series which started with Famicom Wars about 20 years ago.

IP means Intellectual Property. We really should say software brand instead of IP. The design of the Balance Board or the shape of the new Wiimote sleeves is Nintendo's IP, but that's obviously not what we're talking about.

But even then, it's sort of meaningless. As was just pointed out with Planet Puzzle League, it's an old game, but it's under a new software brand. Nothing special about that. Meanwhile Wii Fit has revolutionary gameplay, but relies on an existing software brand.

"Number of new software brands" is an artificial measure of a company's commitment to innovation. Nintendo is pretty obviously commited to innovation right now, and they are doing it both with old brands and new ones.

"[Our former customers] are unable to find software which they WANT to play."
"The way to solve this problem lies in how to communicate what kind of games [they CAN play]."

Satoru Iwata, Nintendo President. Only slightly paraphrased.
