Nope, the reason comes from all the games that were released upon it's time. People decided to go for other choices and left FFXIII for a latter moment. Many people decided to go for God of War and Heavy Rain. Battlefield Bad Company 2 moved lots of games too, and Yakuza 3 and Bioshock 2 also were released in March. Now, and thanks to the word of mouth, they're picking it up.
I also think that you are right and price drops are doing their job ^^.
