A victim of overylong development time.

Yes, that's my main gripe with the game, when you do something for 5 years, it better be bloody damn spectacular. So far it's recieving kind of average reviews, and I don't think that press is downrating it for the development time.

Yep. Problem with spending so long on a game is the industry moves very quickly, game engines are always improving as are game designs, innovations etc. Every few months the bars being raised so when in development for 5 years, the team is under tremendous pressure to deliver and what may have looked awesome 3 years ago, doesn't look as good now. Remedy must've thought they had a steller game both gameplay wise and technically in their hands but I'm sure when they saw the 2 Uncharted Games and GOW 3 released on the PS3 not to mention ME2 and Gears on 360 before their game came out it must've added on the pressure but there's only so much they can do with the hardware and the game engine they've built. MS probably got fed up of waiting and pressured them to release it sooner rather than later. Still apparently from what I've read the graphics engine is really good and what they need to work on is the character animations and facial expressions which can be significantly improved with the latest motion capture tech.
