There is more unknown than know about the Xel'Naga. They do not appear to like to kill, but they have interfered with races on a massive scale. The Xel'Naga are directly responsible for the massive civil war that killed millions, if not billions, of Protoss. They didn't exactly learn a lesson from that one either as they went to create the Zerg as the second half of their experiment. The Zerg then proceeded to kick the crap out of the Xel'Naga which could leave a race a touch upset.
Xel'Naga's reckless experimentation is also an issue here. The whole threat could come from another round of playing god with a races genetic make-up. As you might recall, the Zerg and Protoss each represent one half of what they want so far. Consequently, the two need to come together someone. Create an enemy to unite against and the Zerg will eventually try to absorb the Protoss into the collective. This creates the next generation, and continues the lineage through their normal means. Given that the Zerg have had the most military success against the Xel'Naga it is only natural that everyone turn to them.
