Actually, widescreen refers to the ratio of physical image dimensions, not of their x/y resolutions (i.e. pixels can not be physically square). In the case of digital signals and square pixels (most newer TVs and monitors) obviously the two ratios match. Think that the term "widescreen" originates on analog supports, where there's no notion of pixels.
Anyway, yes, 720p is rendered on older plasmas on panels that are natively 1024x768 with pixels physically elongated in a 4:3 ratio and is still considered HD according to some specifications.
