TC, Fallout 3 is a fantastic game.... if you enjoy openworld RPGs that is. They tried to make it more appealing to shooter fans but in the end you have to enjoy the non-linear structure. That or you have to understand you can play it linear by following the main quest marker in your HUD. If you do the later one then Fallout 3 can still be an enjoyable 10 hour experience, but what the devs hope to shape you into during those 10 hours is someone who goes off road and makes his own adventures. This happened to many people who played Oblivion and Fallout 3 as their first openworld wRPG game.
It didn't happen to you, maybe you were unpatient, maybe you didnt read and didnt even see the marker and simply wandered around aimlessly without ever understanding the appeal of it. When I first set foot in the wasteland and saw the detailed open space I couldnt wait to explore it all. You could also become that kind of gamer if you first follow the marker, if not then you still got a good enough shooter if you ot it half price.
