DLC on the disc is inexcusable. You've literally already payed for it then.

That said, Capcom doesn't always do this (Lost Planet & RE5 DLC wasn't simply unlock keys, MM9/10 DLC isn't included in the initial download), and sometimes when they do they've given the content free (Dead Rising).
