I am assuming nothing; the implications of this policy are enormous and based on a racial and ethnic divide which he has quoted before. Ethnic Britons are the people he wants to keep their ethnic identity and to that end he's willing to spend NINE BILLION A YEAR to get other people out.
Help a country they were descended from? Like Poland? Or Belgium? Or Germany? Or France? Or South Africa? Do you think that this is only for people who are descended from poor countries? Do you think he actually imagines they give a shit about the country that their ancestors are from? Why would you think that? That's not anywhere in any of his statements, and it's not implied by the policy.
If you think the British Nationalist Party is trying to pass out 9 billion, 9 BILLION, in indirect foreign aid when the guy spends so much time talking about how much he hates the idea of foreign aid, then you are lying to yourself.
