Firstly, it's never said if they would go up to people and actually offer them whatever it would be called. It's HIGHLY likely that people who would want it, would apply for it. It's not like some guy in a suit would go up to a group of black people and say "Here, do you want to leave... We will pay you!". In London he would probably be stabbed ¬_¬

Secondly, he doesn't say the country would be better off if it was only white. If so, he wouldn't offer it to white people.

Thirdly, if you think giving someone a chance to help a country that they are desended from is racist... I really don't know what to say to you.

Firstly, he doesn't have to go up to them personally: he's already done this in effect by even suggesting the policy.

Secondly, I suppose I should be more specific: ethnic Britons rather than white people. And yes, he does imply that the country would be better off if it was only ethnic Britons, and yes, that is tremendously racist.

Thirdly, you cannot possibly think that this is about "help[ing] a country that they are descended from". This is about getting non-Britons out of Britain. Yes, that is tremendously racist, and trying to defend it is beneath you.
