Thank you, that's very useful - and since I came from the US and live in Canada, makes it seem very overblown!
But he's not just offering to pay foreign-born people to get out of the country, either. From the wording of this it would appear that he's willing to pay non-white natural-born citizens to return to the land of their ancestors.
