If it happens, it'll be due to market forces (ie: western sales) and likely against Nomura's wishes.
Hori's in an entirely different situation. He's already supporting the established market leader (Nintendo) and unlike Nomura, his company (Armor Project) actually holds a stake in the Dragon Quest copyright. He has ultimate say over DQ, while with something like Versus, Wada (not Nomura) has the ultimate decision making abilities.
PS3 will never see a DQ game though. It's best chance is maybe getting DQVII/IV on PSN, and even that looks unlikely at best.

Actually Square-Enix is the one to say where the next DQ will go ,they support nintendo because of the latest DQ+DS hits (ix,iv,v,vi and many others) it is the most profitable way to make money for them low production cost for a DS game and huge sales like DQ9 in Wii 's case they announced DQX for it long AGO (MARCH 2009) not a single screenshot of it with ps3 gaining ground in japan just don 't be surprised if DQX releases on(also) PS3 in japan

Actually, you're wrong. Check the copyrights, Square Enix only co-owns the IP. They're actually split between Square Enix, Armor Project (Hori's company) and Bird Studio (Toriyama's company). And Hori gets pretty much free reign because of that (always has, likely always will).
Wii has double the userbase PS3 does in Japan. PSP similarly resurged and started selling at near parity with DS in 2008, that didn't bring them DQIX... at this point FFXIII hitting Wii is more likely than DQX hitting PS3. It's just never going to happen.

the company that publish games is the one that always have the most coryrights(40%/30%/30%) ,they sold DQs on DS before 2008 they found out were to release DQiX because it was the system that won the gaming market with DQX being hidden or don 't even made many thing can change

I've no idea how ownership actually breaks down (and doubt anyone here does), but it's patently clear that Hori's in control. Wada isn't.
Also, no DQ games released on DS before 2008 except an ARPG spinoff (Rocket Slime) and a Monsters game (Joker). Funny enough, Wii's also already had an ARPG spinoff (Swords) and is about to get a Monsters game (Battle Road Victory)... anyone else notice a pattern? ;)
Things can change... but let's be realistic, they're not changing that much. The Wii/PS3 dynamic today is basically exactly like DS/PSP was in 2008. DS got DQIX exclusively in 2009, Wii will get DQX exclusively in 2011. PSP never saw a Dragon Quest game, PS3 will never see a DQ game either. That's just how it is...
