The script is written, but disagreements over distribution rights have repeatedly sent this project in and out of pre-production. Some of those involved have said the project is "dead", but Peter Jackson, the executive producer, continues to claim that this film will get made. In other words it's on hold.
The best thing about this movie is peter jackson is still on board and he wont let others mess it up. You guys do know district 9 was their first shot at doing the movie. It just fell apart so Peter gave 30 mill out of his pocket to Neill Blomkamp (pardon spelling, D9 director) and they recycled some of the stuff that were for halo.
