Did the Halo series went downhill after CE, could Reach bring it back up?

Imo the best campaign of any of the Halo's was Halo 2 (I had to have played that campaign at least 100 times!)  

Here's how I see it:

Halo 2 > Halo 3: ODST > Halo > Halo 3 > Halo Wars (mostly because it was a RTS)

But Halo: Reach is looking like it will have the best Halo campaign out of them all (not to mention the best multiplayer ever conceived)
