Microsoft is getting a very healthy cut out of the sales of every one of those third party games, without having to foot a dime of the production costs... there's not really a down side.
Additionally, they have published 2 million selling games in the past 3 months -- Nintendo and Sony only have one between them: Mario Galaxy.
