He's saying more than that. He's saying Apple's security measures don't even compare to Microsoft's. According to him, Apple hasn't taken security seriously until about 6 months ago, mostly because they didn't have to since Apple's market share is so low.

Apple makes up a little over 7% of the US PC market share, so it's not a big target for hackers. Which has always been what people have been saying, but people don't usually say MS is better about security.
