For any resolution, there's no restraint on shapes etc you can draw aside from size of the sprite. For 3D, obviously there's the polygon limit; a low polygon count 3D game will seem less detailed than a 2D game of the same resolution.
An example might be FF7, the backgrounds were 2D, very detailed, and sometimes the 3D block characters stood out like a sore thumb.
