I give FF4 a 9.9. I take away 0.1 to leave room for improvement, but that 10 is waiting for another game.
Solid consistent narrative. Every character's struggle is closely related and they all support that narrative. There's no wacky sidekick who isn't related to anything. Every single character is on their own quest for redemption, ready to sacrifice anything for their family/friends/town/planet/whatever. Great way to use the game's own magic system as a plot device (converting health points to magic points to cast Meteo: brilliant). They used the medium's unique features to support the narrative, and that's exactly what I'm looking for in gaming. Great stuff.
