Wow this is a really good match up. Although I'm going Hale because of his regenerative properties and enhanced vision and telekinesis.
While Chief may be an excellent fighter, both use guns as the main form of attack (other than R2's ending) but i would put Hale above that too because he gets Chimera vision which can heat seek giving him another edge
