I can't really comment on the programming side of development, but presumably it builds off the Portable Ops engine and was being handled by the same programming team.

For a big game like Peace Walker, the big advantage of developing it for the PSP is the quicker turnaround time. Good for MG fans since it means less waiting between games. Not so good because you have to play it on a PSP.

Bigger isn't always better and the portability has to be taken into account. Myself being a student I don't have enough time to be playing hours at home. The PSP also happens to be huge in Japan, bigger than the PS3.
