It's a PSP game; that's a lot less work for the art department.
I can't really comment on the programming side of development, but presumably it builds off the Portable Ops engine and was being handled by the same programming team.
For a big game like Peace Walker, the big advantage of developing it for the PSP is the quicker turnaround time. Good for MG fans since it means less waiting between games. Not so good because you have to play it on a PSP.
