That's a little scary....but not impossible. I've actually seen people make entire roadless maps in both the original Sim City and Sim City 2000. However, the sheer size of Sim City 3000 and having to spend all that time zoning perfectly complicates things by a factor of 10 or even 100. And you couldn't do that in Sim City 4 anymore with all the extra junk they make you do.
It really does show how Sim City 3000 is still the best Sim City out there, and one of the best games ever made.
