Yeah there really isn't much incentive other than getting another (most likely difficult) platinum for the leaderboards.
For people that 100% all of their games anyway then it won't apply to them for receiving challenges, but they could still dish them out.
And like a few have stated they wouldn't want to to go back to most games they stopped playing anyway b/c there is usually a good reason. That's fine. But I guess if your reason for quitting/stopping was you wanted to get it, but it was too difficult then having someone call you out could drive you to want to try again and prove them wrong.
And I don't think its necessary to have a separate challenges completed leaderboard. The challenge could just stay between the 2 people who are challenging each other and add some side competitions.
