They are trying to start a war, despite the allies (everyone but NK in this case) having plenty of deterrent. That's why I never trusted Kim Jong Il with nukes in the first place. He's a crazy enough guy that he'd launch Nukes at Japan before he died just to be remembered as the guy who nuked Japan.
