It's got actual tearing, I watched it closely (mainly because I know of such situations). It didn't happen the entire time, which is what that link was claiming, but there is screen tearing present. It's the same tearing I saw pre-HEAVY RAIN launch as well.

Sure, the game will have tearing.  But nothing near what is seen in that video.  The post I linked to is from a Remedy dev.  I think he knows what he is talking about.
