That depends. They don't own the FFVII IP, just its publishing rights, and even then, isn't that for America and Europe? Sony would have to own the publishing rights to all games that are FFVII, and I'm pretty sure they only have the publishing rights for the PSone version. And even if they had publishing rights to FFVII (remakes and all), that still wouldn't preclude SE from making it for any other system and releasing it in Japan.
