I'm sensing a pattern in Brown's responses, apparently everything is fine in all areas!

Police on the beat is always a bit of a populous policy. Extra beat policy don't really prevent crime, the public just think that they are safer. The beureaucracy needs to go along with ridiculous targets so that police can get on with their job and deal with crime as they see fit without the worry of having to make 'quick' cases just to hit targets.

To be fair to Brown he has no choice, he has to balance things by saying everything is pretty much ok but it could be better, otherwise whose fault is it? 

But it just means he loses credibility.

Yeah I don't envy his position. If he tries to suggest a way of improving a situation the others just respond with "You've had 13 years to do that and you haven't"
