That article seems to be discussing the transition of gaming from feature phones to smartphones. It doesn't really indicate that smartphones are directly impacting handheld consoles. The decline of the PSP might be seen as evidence that some people are gaming on smartphones instead of Sony's platform, but the DS is still holding strong.
The fact that smartphone gaming is growing so quickly does seem to jibe with my pet theory that smartphones are beating Nintendo to the new users in handheld gaming. The 3DS vs, pocket PCs is shaping up to be the killer battle of 2011.
