Capcom has never published a console version of the original breath of fire in North America they just did the handheld version. Maybe square has the rights to the console version in America. It all depends on how the contract was drawn up all those years ago. Microsoft owns the viva pinata, and blue dragon franchises but they were published by someone else when they went to the ds. When the sequel to viva pinata went back to the console it was published by microsoft again.
To get out of a potential problem with microsoft over ninja gaiden 2 tecmo created a new engine and changed the name to ninja gaiden sigma 2 in order for it to be considered a new game. Even though tecmo owned the ip and should be able to do what they wanted with it they had to do some manipulating since microsoft published the 360 version. Like I said before it all depends on how the contracts are drawn up and what deals and promises were made.
