I can take this a few ways, but for me, I have my own little general "suggestion" system. And game I don't finish, I try to keep my friends away from too. Any game I play to completion at least once is probably worth a recommendation to at least try it. Any game I beat 2-3 times will be recommended highly. Any game I beat 4+ times I'll probably talk about non-stop with my gaming friends for a year or so.
A few games populate that last list, but the largest list is the first. I have soooo many games I've bought and never finished. Some of them are actually good games, but maybe I ran out of time, or just forgot about it and was never interested in trying to play it again. But, the one I think that fits best is Too Human. I heard awful reviews about it, none of my friends like it, but I still bought it. I did think "maybe I'll like it, maybe they're all wrong". To its credit, I did get to the last level, but I was way too bored to keep going, and I was really just playing to justify my spending $60 on it.
A couple of other games are Unlimited Saga (noticed some other comments on that) and FF8 (ughhhh). I got to the end of FF8 and was so thoroughly annoyed by the game that I stopped and deleted my data without finishing it. Actually, FF8 is the reason I'm no longer a FFF (Final Fantasy Fanboy). Unlimited Saga spent about 20 minutes in my PS2, and most of the rest of its existence in the case. Oh and Suikoden 3, soooo boring.
