I had to say 32-bit era because it had all the good games in almost every genre you needed. Plus, I am too young to really know the 16-bit era as much, but I am aware of many of its classics.
As to what I said before with the genres, let me show ya what I mean:
Stealth: MGS1, Syphon Filter, Mission Impossible (N64)
Action/Adventure: Zelda: OOT, Tomb Raider, Banjo & Kazooie, Driver 2
Fighting: Tekken, Virtua Fighter, Smash Bros., Mortal Kombat Trilogy, Soul Calibur 1
FPS/Shooter: Goldeneye, Medal of Honor, Perfect Dark, Project S.W.A.R.M.
Racing:Gran Turismo, Automobili Lamborghini, Diddy Kong Racing
Flight: Pilotwings, StarFox 64
Wrestling: WCW/nWo Revenge, WWF No Mercy, WWF Smackdown 2
Platformer: Super Mario 64, Conker's Bad Fur Day, Klonoa, Bomberman, Crash Bandicoot
JRPG: Final Fantasy 7-9, Legend of Dragoon, pretty much Squaresoft's infallibility years
and a whole bunch of other quirky titles in between that were great. And the thing is, they were great all around. Now, way too much focus was put on graphics, rather than music, non-repetitive gameplay, originality, and overall title length. Too many games are trying to me "Mr. Me Too" rather than just Me.
