If it was on the user agreement that Sony can change the features, then I'm pretty sure that takes care of the European law... since it is a mutual understanding, as well as a signed contract pretty much. Of course, if a retailer advertised it too, then I can see them having to reimburse customers, since the customer never made any agreements with them.
Correct me if I'm wrong though ;)
