Actually, the hardware is already there. One of the chips in the 3GS has FM reciever functionality. My guess is that Apple has either decided that FM radio doesn't serve their interests, or they want to put together an interesting software feature to go with it (such as pausable radio so that a phone call doesn't interrupt your program or recording radio for later listening), but their programmers have had bigger fish to fry, such as coding more, ever more APIs for third party developers. You know how Apple doesn't like to implement features until they feel they have them 'right.'

Perhaps if I'm lucky, my local community radio station will cook up a streaming app or update their web streaming for html5.
