I guess there has been a lot of looting.
War veterans from the Afghanistan war (USSR-Afghan, not US-Afghan) have had form militias to defend themselves from looting. They had to hold themselves up in a shopping center to ensure it didn't get looted.
Sounds a little bit like Left 4 Dead
