Use Auto-acessories, even though they only last 55 seconds, it's enough to give you a head start to set up your own buffs. A SYN/MED/SEN paradigm is your friend here.
After Buffing (Haste, Protect and Shell take priority, forget Bravery and Faith, you don't want to cause too much damage to the Neochu just yet), switch to COM/RAV/SEN and systematically proceed to destroy each Microchu. Ergo, summon if you feel that it's too overwhelming. Fang's Bahamut Gestalt attack should be enough to kill them at your level.
When you're faced with the Neochu alone, switch to SAB/SAB/SEN and give him Imperil. Afterwards, switch to RAV/RAV/SEN and work on building up the 888% chain.
The reason for not buffing your party with Bravery/Faith is that Neochu summons 8 more Microchus when he's at 50% HP and another 8 more when he's at 25%. So it's imperative that you break him before he gets to 50%. The best way too see if you're building up a nice chain is that when he hits 2M HP, you should have a 450% chain link. Make sure you buff your party when you're about to hit the stagger limit, (give Bravery and Faith now) and by the time it hits stagger (make sure you stagger him with a COM so that the stagger bar last twice as long), you should barely be scratching his 50% HP barrier.
Once he's staggered, it's just a matter of just whomping him until he dies. You can now use a COM/RAV/COM paradigm, as he won't be able to attack much, and given that you have Protect, his other attacks won't take as much damage, should they connect.
The attack that you should always, and I mean always, look out for is Screech. It's a mean SOB of an attack that can connect for 12K, which spells instant doom for any party without that much HP. It has a start up though.
Whenever you see him do a slight roar on the background (not an attack, just an animation), his next attack will be Screech. Switch immediatly to SEN/SEN/SEN when you see the roar, and you'll have a reduced damage to your party (5 - 6K), which makes the entire fight manageable, as it's the only trully damaging attack he has.
