It should be treated no differently than a ski mask.
Wherever you'd get in trouble for wearing a ski mask (airports, banks, etc.), you should also get in trouble for wearing a burqa.
Basically, they shouldn't be banned anymore than ski masks should, but Muslim women should likewise understand that they wear burqas at their own risk.
