Sega Racing Studio in the UK.  Their first and last game was Sega Rally Revo/3.

Its also mediocre compared to DiRT, which was released a few months prior.

It has a dramatically more complex track deformation system though.  Actually, it was more complex than Motorstorm 1-2 as well, and wasn't bettered until Dirt 2, which funny enough a bunch of ex-SRS staff worked on. ;)
