Think of it from the other way. You really think Sony is creating all these new projects and not hoping one of them would make it as big as Gran Turismo?

It doesn't matter if it's Sony or other major game company. Once they have the idea for a game and set the budget for it, I bet all of them would be thinking "we have this great idea for the game, we have the budget to make a quality game, with a little luck and good marketing, we might get lucky and have a game as big as Halo/GT/AC/Gear of War etc. At the very least we should be able to sell X number of copies and make it a franchise." While they definitely would have a real expectation on the title to recoup the investment, I'm sure all of them would like to "get lucky". Unfortunately Sony never got lucky again after Gran Turismo.
