Banning Burqas because some people are forced to wear them would be like banning knives because some people murder others with them.
Laws meant to stop social phenomena often don't work, usually ignored or repealed and cause problems.
Education, reasoning and trying to frame the discussion your way is the way to successfully change what you want changed.
