Well, a large budget usually implies large amounts of artistic content. That is the most expensive part of game creation now. Getting tons of artists to crank out high quality textures, models, music, sound, etc. Just like movies. Sure, a movie can still be good on a small budget, but a great Lord of the Rings movie can only really be done on a massive budget.
