You need to synthetise that ability first. There are a couple of abilities that only appear if you're using a determined sequence of Accesories and Weapons. 

You must be confusing Instant Stagger with Quick Stagger, which are two different abilities. Instant Stagger means it can go from 100 to above Stagger threshold in one hit. Quick Stagger means that whenever the Chain Link is 10% from filling, the next Lightning hit will Stagger the enemy immedialty, without having to fill those 10%. 

 

Pfft, I cannot give up any accessories for that, Light has crappy HP, 2nd worst in the game.

You use HP accessories? I stopped using those after chapter 11, since the HP augment is pretty ridiculous. The only exception being Wurtzite Bangle which can give you 3K HP, but then again, at that level I didn't find it necessary. 

 

No I don't use +HP items, I use damage reduction mainly and genji gloves.  She is always on the brink of death with big damage attacks though, if anyone ever dies it is always Light. 

In my experience with the game, the one whom always dies, especially when doing Adamantoise/Long Gui fights is Fang, because of that stupid double trample damage near their legs >_<

Lightning's AI seems to manage to stay out of that area though.
