For which line up is the best, I think it really is based on what type of games you prefer. Pretty much the PSN seems to be set up focused on JRPGs like Final Fantasy and Suikoden/Wild Arms. However, the Virtual Console has a wide assortment of older RPGs from multiple systems many people many not have played, such as Secret of Mana, the Mario RPGs, the Phantasy Star Series and even semi-rare RPGs like Princess Tomato and the Salad Kingdom (which is mysteriously missing from your list).
In the end, I think its a pretty even match for both and just based on your opinion. The Wii wins by 'quantity' but some will like the type of games on the PSN more. If they released the NES Dragon Warrior games and possibly Earthbound, the Virtual Console would be at the top without question. Sadly, with the rate the Virtual Console has been going, that probably won't happen.
I think sadly the XBOX Live service comes out the weakest of the bunch, though it has the most unique RPGs of the bunch.
I do also notice a lot of non-RPGs on your list.
