It will be on PC for sure. It may or may not come out on the 360 at the same time, but it will come out for the 360 for sure.
I highly doubt the PS3 will get it since Valve seemed very pissed off at EA for ruining their games, so they may not even let them port them, a la L4D/2.
All this applies to Ep3 as well, not just HL3.
In the end it doesn't really matter since only the PC version is the only one that actually matters.
