It's a tough call between Megaman X and X2. X was completely groundbreaking as was mentioned above, and it nailed a lot of things. X2 was an improvement on the same formula, and was an even more fun game IMO, but obviously it couldn't have been as groundbreaking as the first. The first X was the first good Megaman game since Megaman 3 on the NES.
