I doub't it will take more than 2 years. I say 2 years max. Hell the last ghost recon was out in a couple of months. Naughty Dog has already said they plan on using the same engine from drake on the next jax and I assume they will keep the same engine for drake 2 so shouldn't take more than 1 year. What may slow it down is developers working on multiple games though that just means you will get at least 1 of their games each year kind of lime insomniac made resistance for 06 then ratchet for 07 and back to resistance in 08. We can maybe expect the next ratchet in 09 or some other game.
