on the back of my dragon age origins it says:

"A $15 Value"
"One-time use code available with full retail purchase"

so does full retail mean brand new? or does buying used from gamestop mean full retail?

Full-retail purchase is another way of saying "bought at its original price from a retailer".  Meaning essentially the only thing that'll fit that is new.  It's also another way of protecting against "pirates" trying to sue, as that wouldn't have bought it at a retailer for its full price.  But used wouldn't mean that because technically when Gamestop sells used games they are a pawn shop and that's different from a normal retailer.

So yes by putting that on the back, the custmoer is informed that it was a limited offer for early buyers of the game at full price from a retailer.
