Truskill is still being used to provide the matching of similar skilled players behind the scenes, however, the rank is not visible to the player.  In Halo 3 the Truskill rank was the numerical rank that was visible.  People, in Reach, can still quit or lose matches on purpose in order to get a lower Truskill ranking in order to play lower leveled people.  They just would not have any indication of how their quitting and losing is effecting their Truskill.

Well I don't think the Halo 3 rank was entirely TrueSkill linked.  Otherwise if I did good and my team still lost I wouldn't have been penalized as much.  I'm just saying I'm glad they have a ranking system where my "visible" level won't drop if I have bad teammates or have an off game or something.
